Fraser Likely's involvement with the best minds in PR/Communication measurement goes back many years. He is a member of the profession's two leading international measurement bodies: The Institute for PR's Measurement Commission where he is an Emeritus Member; and the Association for Measurement and Evaluation in Measurement (or AMEC) where he is a Fellow of the Association. Fraser's contribution to PR measurement best practices include scholarly research on the history of measurement practices, on return on investment (ROI), on PR/C function scorecards and on the performance information CEOs need from Chief PR/C Officers.

Fraser is President of Likely Communication Strategies - a management consultancy specializing in the strategic management, organizational design and performance measurement of the PR/C department. Since its founding in 1987, the firm has worked with hundreds of Chief Communications Officers to review and redevelop their department, creating better alignment, service delivery, organization, performance and thus value. Fraser has been an adjunct professor at the University of Ottawa and Royal Roads University. He is accredited by CPRS and is an elected Fellow. He has spoken at international PR/C academic and practitioner conferences, including: Bledcom; the International Public Relations Research Conference; the PRSA International Conference; the IABC International Conference; and the World PR Festival.
